build dev version with packages at master branch #160

There are several cases that we need this:

docs bug fixes: add doctest in unittest JuliaMath/FixedPointNumbers.jl#229
a new change is provided in sub-packages, but not yet available in registered versions: fix broken example in ImageAxes docs #61

Although it can be alleviated a lot, this need still exists even if we move the documentation back to each sub-packages.

I'll revisit this when the docs are moved back to each sub-packages.
