Suggestion: Add housing level above Luxury Palace to boost Pantheon Roma Aeterna

I really like the idea of the Pantheon Roma Aeterna to allow a house to evolve beyond it's normal level. However, I find myself rarely using it. When I get to the point where building a Pantheon becomes a realistic option, it is already in the late game. Evolving anything except patricians does not make sense at this point. However, usually building a temple to Venus is more useful to evolve villas than a Pantheon. This means I usually always build a temple to Venus first. This most of the time gets me up to Luxury Palace. However, now there is no more point in additionally building an additional Pantheon, as it does not make Luxury Palace houses evolve further.

To make the Pantheon Roma Aeterna worthwhile, I suggest to add a housing level above Luxury Palace than can only be reached by having a Luxury Palace visited by a Pantheon Roma Aeterna priest.
