Fine-grained warehouse resource limits #1045

Current implementation allows to set resource limits in warehouse as 8, 16, 24 or 32.
I think it would be beneficial to allow the player to either:

have access to a "4" limit
even better, allow player to select exactly how many resource they want, possibly by block of 4 (4, 8, 12, 16, 20, ...) as in later city-builder games

What do you think?
