When you reach data cap, file remains

When you upload a file and reach the data cap, then clear space and try again, it won't let you use the same name for a dataset, suggesting that the partially uploaded file is still on there somewhere.

Is there something with that name in the location where the user tries to upload ? If so, he can remove it to work around the issue
Removing the partially uploaded files automatically could be a question for @manthey
I think that he knows exactly what happens in that case

According to someone in lab: "It doesn't appear that anything actually gets uploaded but there is an empty dataset with the name you set."
