I was looking through the Mailgun docs and it seems like they handle that themselves: http://documentation.mailgun.com/user_manual.html#message-queue

they rate limit you so that your account/IP/domain doesn't get blacklisted by the ESP. i want rate-limiting so that no user can max out our messages but also because if any single user gets anywhere near the rate limit we're already being abused

Oh ok. If no one has started on this once I finish up the notes I'll probably take a crack at this one.
