Create HPC jhub

Currently the hpc jhub is live at hpc.galaxy.rkevin.dev, but the vlan configuration has not been tested yet. Before we point a proper domain to this hub we will need to

• plug in a cable from the HPC network to port28 on our smart switch
• Test the vlan/multus configuration to make sure that pods spawned on the HPC environment profile have an internet interface which may access the HPC network
• Ensure that users have the proper credentials to access the network within their pod
• Potentially mount file volumes (see Investigate possibility of spawning of container with another user than the default 'jovyan' #207)?
