Weather widget should complain if location is set from GPS and location is disabled

Currently, if you've set location to automatic and disable location, the weather widget will fail to refresh data and the user will be left with out of date info.

I have 2 suggestions:

• There should be a warning on the widget that location is disabled
• The weather api should cache the last successful location and reuse it if location services are disabled.
