Fixing the repeat triggering issue on the continuous data based interventions

implement as a clear limit per study participant on how many times the linked action can be triggered (in total for the duration of the intervention, or within a given time-frame, such as X times a day / an hour / a week / a month…) ... in an abstract sense X times per timeframe Y ... additional limits introduced e.g. by intervention duration should still be respected
