[1.20.1] It doesn't snow in certain areas of cities.

I was making a winter themed mod pack for 1.20.1 when i noticed that snowfall seemed to stop mid air above roads. To isolate the issue I disabled every mod apart from the lost cities mod and generated a fresh world with the same seed, and the issue still persists.
