e.g. when a file is tested against TN2162, result is "fail" in case this is not a MOV file.
We should have a "N/A" outcome in that case.

OK, but the feature may still be useful, i.e. it is weird from my point of view to apply a MXF policy to a MOV file and see "fail" (or "pass") when no test is actually done (as a workaround, I add a test on the format in order to have a "pass", but this is not what I expect as an user).
