Icon visibility, as well as, quick link arrow to disappear for UI ease

Problem statement:
-The navbar contains icons that disappear once scrolled down to the bottom of the page. (see figure 3)
-Have to open up "QuickLinks" to make the icons appear as well (see figure 1)

Proposal:
-Change up source code to get rid of "action-button action-button-rmbp class" for the quick links (figure 4)
-As well as, make the icons appear instead by keeping figure 5 in illustration of frustration.
