Feature request

Modifications to the revision history of GTFS in the transit repo do not automatically generate a PR on this gtfs.org repo. This should be updated so this file is included.

The Revision History went stale in the past on gtfs.org because this did not automatically update in the past.

Proposed solution
Add CHANGES.md as a file in the automated workflow.
