Automate translation workflow for automated PRs

Is your feature request related to a problem? Please describe.
Right now, translations have to be manually added after any automated PR merged. Ideally, we'd have a workflow where Simpleen generates translations on the diff between the new file and the old file. Then we can do a manual review process rather than a manual creation process, which will be quicker and help us better involve native speakers in our contribution flow.

Proposed solution
Have a workflow that:

• Checks which language the automated PR is in based on the file name
• Takes the diff between the old file and the new file and generates translations on that diff for all languages missing
• Pushes PR, which is then manually reviewed
