Describe the bug

Looks Role Updater can only set "Business Unit" level privilage for userquery, while it's not a value option. It should Be "User". I suspect it also applies to other entities with a limited options

To Reproduce
Try setting giving userquery privilage to some role.

Expected behavior
Can set "User" privilage.

There was an inversion between user and business unit level.
