Links to headings with special characters are broken in the maintainer table.
For e.g. https://github.com/NAL-i5K/AgBioData_GFF3_recommendation/blob/main/Recommendations.md#start,-end

I fixed this issue. All anchor links need to be lowercase, without special characters and a dash in the place of a space.

I was trying to escape the spl chars in the headings but this looks cleaner
