Create a new bucket for Webapp staging static files and modify workflow

Description

We have realized that both Webapp production and staging use the same S3 bucket for static files which is creating conflicts. To resolve, we need to create a new S3 bucket to hold the static files of the staging environment and link up the workflow accordingly.
