@NeilBarton-NOAA had the idea about letting the user control via a flag whether or not you fail if you do not have a wave IC.
Another option would just be to say fail and make a user comment that section out of the code if they want to run w/out a wave ic.
Try to help catch issues sooner.
This is mostly still up for discussion.
Flag as a possible control for yes/no to fail -- or perhaps consider just failing?
