Update to use new WW3 grid, targeted for GFSv17

What new functionality do you need?

We plan to change the default wave grid for C768/C1152 from the existing grid to uglo_15km - a uniform 15km grid as this will fit in the operational window.

This will require both code updates and new fix files. The new fix files will be posted once final physics settings are determined so that we do not have to update this 2x. (Although we can proceed now if others prefer).

What are the requirements for the new functionality?

Be able to run new uglo_15km grid

Acceptance Criteria

Be able to run a HR like free forecast experiement.
