Add WW3 updates for even lower-resolution testing

What new functionality do you need?

Add options for 900km unstructured and 9 deg regular lat/lon for testing of g-w.

What are the requirements for the new functionality?

New fix files and options in config files.

Acceptance Criteria

Be able to run ww3 w/lower resolution options.

Suggest a solution (optional)

Fix files have been created but not tested. I will post a fix file update issue when complete. Then code changes are needed here too.
