Orion is now on the Rocky9 OS. Update to use spack-stack for Rocky9.

Update for Rocky9 OS on MSU Orion

- update MODULEPATH for new Rocky9 spack-stack location
- update stack_intel_ver and stack_impi_ver to versions
within Rocky9 spack-stack
- update spack_stack_ver=1.6.0 and spack_env=gsi-addon-env
- update VERSION to new v1.0.2 for this update

Updated copy of dev/gfsv17 is now installed here on Orion as v1.0.2: /work/noaa/global/kfriedma/glopara/git/prepobs/v1.0.2

Will reinstall under "official" glopara space soon.
