POD discussion: Köppen classes

Thread for progress in adding the Python port of the Köppen climate classification diagnostic by @cmdupuis3.

Progress update:

Link to development branch and POD commit history. These links will stop working when the branch is deleted after integration work is finished. Links to files below will remain valid.

Current bugs/errors:

• Chris identified misclassifications of Ds*, Dw* and D*d: determine if this is due to a difference in conventions or incorrect logic.

Remaining necessary tasks:

• Update code to use to python 3 POD environment and xarray.
• Replicate four-panel plot produced by Andrew Wittenberg's Ferret script.
• Package obs dataset used by Andrew Wittenberg's script.
• create settings.jsonc
• create HTML output template
• create .rst documentation
• test integration within MDTF framework

The branch containing existing development work on this POD has been renamed from pod/Koppen to feature/add_Koppen, as part of the reorganization proposed in issue #106.
