Add grafana panel for message quorums

Currently, we have in the aggregator metrics for all message submissions by operators. We already show those, but we don't have a good panel in which we aggregate the data into the quorum for each message/task. For example, we should have a state root update panel showing for each network, block-by-block the quorum size and the NEAR DA content (with or without NEAR DA data). This is important for detecting missed blocks and such.
