Add documentation to aggregator package

Overall adding godoc-style documentation to the entirety of the aggregator package. Since this doesn't have a clear DoD, when doing this, follow a top-down approach and have a timeblock of a set amount of hours. Avoid overexplaining and focus on the bigger modules and most important concepts and implementations.
