Add GIFT to neuro_pypes first as CLI option #33

be brave
decide how to include GIFT in the library (variable in config file and environment variable for CLI)
create a subcommand without many parameters in the neuro_pypes/cli/cli.py file
make a list of all the parameters we can set for GIFT
Add these parameters to the subcommand
