Add link to NWBEP process to extension tutorial

It would be nice to add a brief description of how to create an NWB Extension Proposal (NWBEP) to the extension tutorial. It is probably fine to keep this brief here, but it would be useful to make it easy to find the relevant resources for the NWBEP process from here. Maybe add a brief section with links at the end of this page (or maybe as a separate section)
