Provide executable jar

Installing the comms-router inside a Tomcat (or equivalent) container can be fiddly and may be beyond the capabilities of some of our users - especially those who are not experienced with Java.

It would be great to provide an executable jar that can be downloaded and run, without any dependencies (except Java, obviously).

I know Jetty has been designed to be embedded with an existing web app: https://www.eclipse.org/jetty/about.html

I'm a bit out of date in this area, so it's possible there are better options these days.

Obviously one thing which must be resolved is how configuration will be provided to the app, so that it knows how to connect to the database.
