Incorrect number of hosts displayed on dashboard (hosts by other users are ignored)

Describe the bug

The dashboard does not display correct number of hosts.
It only displays the number of hosts that are "owned" by the current user. Entries by other users are not included.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Proxy Hosts'
2. All hosts are displayed (including those owned by other users)
