"Globus" error thrown when no route schema (e.g., 'local://') supplied #140

If we want it to make sense when running tests on one's own machine, we want to support relative paths. It is uncommon to write relative paths of the form "local://" so if no path is provided and doesn't start with "/", we should just assume we're dealing with a local relative path.
