Refactor all scrapers to improve readability

While working on Pacific Power improvements, we started factoring out code into separate functions like here. We should continue to do this with PP and work on implementing it into the other scrapers as well (not including the deprecated ones). This will make it easier to tell what is happening with the code, especially for future interns that were not involved with the creation of the scrapers, and is good coding practice.
