create todo model:

description string(1000) - not null, not empty (must contains at least 1 non whitespace character)
state enum[todo, in-progress, done, dropped] - initial state is todo
created_at datetime - creation timestamp
updated_at datetime - update timestamp
deleted_at datetime - delete timestamp
