Compare ClimateTrace data against reported emissions by each city from C40 spreadsheet (and Edgar ?, or best combination of the ones we have)
could use this paper as a starting point: https://iopscience.iop.org/article/10.1088/1748-9326/acbb91

@sherrywang15 actually they seem pretty much the same, we could unify them
