PROBLEM

The current Actuator Data Model described in the Language Description Document is sparse and lacking many details.

POTENTIAL SOLUTION

We need to either (1) find an existing standard to adopt (although this has been difficult so far), or (2) spent the time to develop the data model ourselves.
