Update pipeline to add ARM images for operator, bundle and catalog

Update the build and pipeline scripts and artifacts to add ARM-based images (linux/arm64) for operator, bundle and catalog.

Open/WebSphere Liberty container pipeline already support building ARM images (EBC triggers a Jenkins job similar to P and Z). Use it as a reference for pipeline updates.
