`CONTRIBUTING.md` claims self-assigning issues were possible #1441

The CONTRIBUTING.md file claims:

You can check the open issues in this repository, assign yourself and solve them.

However, people not added as contributors, with elevated permissions on the repository, can not assign nor self-assign tickets.

The section also says "more details on docs page" linking to the docs, which has no mention of assigning tickets.
