No recipes available. It is not possible to set up a site without a recipe

If you ConfigureServices Orchard Core with your custom config in main Application's Startup.cs , may show No recipes available. It is not possible to set up a site without a recipe. error in setup

add reference to OrchardCore.Recipes.csproj and add an Recipes\xxx.recipe.json file in your Module , or add an Recipes\xxx.recipe.json file in main Application root folder will resolve this issue.
