Cleaning up readme.md and moving dev instructions to dev.md

Shall we consider simplifying our README.md and moving all the dev instructions into a separate .md file?

I think that's a good idea! It's very rare for someone who isn't on our team to actually want to set up a local dev environment. And having the dev instructions front and center in the README often leads to people going through the first dev env setup steps instead of just emailing us about collaborating.

And I don't see a reason not to just put the dev environment steps in the wiki instead of in the repo itself?
