Brief description of problem/feature

The new Validate page allows users to edit severity and tags for labels. Marking agree/disagree/unsure is the only thing that is required though. We should encourage users to edit the tags, edit severity, and give reasons for marking disagree/unsure.

Potential solution(s)

We can do something similar to what we do on the Explore page to get people to add severity, add labels, etc. If they don't edit severity/tags for a certain number of labels in a row, add a little alert to remind them that they should be doing that.

In this situation, we could actually suggest the earlier version of Validate to them as well, in case they would prefer to only validate the labels, and not the tags/severity.
