New Validate should have tooltips over tags and disagree buttons

Brief description of problem/feature

Tooltips on the tags and disagree/unsure reason buttons will be a nice way to educate users in-situ. We can use the same tooltips from the Explore page for the tags, and likely some of the images from the correct/incorrect examples on the original Validate page can be used for the tooltips on the disagree buttons. This will require finding more images though!

And we'll likely want to refine the disagree/unsure reasons a bit before doing this as well.
