Hi, I am new to linux. How I can give the permissions to download at opt folder??

In most cases with the prefix sudo.

I tried to use sudo but it says I should be a root user

I'm not sure want you exactly want to do.
You can try sudo su. Now you are root user (administrator).
Use exit to leave this mode.
