I switched the game-specific settings to use Static Interpreter for the core (but still the default plugins) and had "Automatically Switch To Fullscreen On Emulation Start" checked. The game failed to load. If I then unchecked that option, the game successfully loaded.
I then switched the game-specific setting for the core back to Dynamic Recompiler and it worked fine, even with automatic fullscreen checked.
I then switched the game-specific setting for the core back again to Static Interpreter and left automatic fullscreen unchecked. The game successfully loaded. If I then re-checked that option, the game still successfully loaded.
I repeated Steps 2 & 3 but left automatic fullscreen checked. The game, strangely, this time successfully loaded.
Conclusion
Due to Step 4, I'm going to assume that this issue is an on-and-off one. Not sure what's causing it as I am 100% a non-expert in this matter. But I brought up the subject on the Discord and was suggested to post a bug report.
If there's any information that is needed that I've failed to provide, please ask and I apologize in advance. Cheers.

Context
Testing Steps I Took
