win10 not set open image file with picview.exe

Win10 Home CHS 10.0.19045.3803

explorer.exe open context menu in a jpeg image
select open with
choose search from machine, and give the picview full path to open dialog
some time will popup the message box : "无法将文件类型与此程序相关联", "所选的程序不能与此文件类型相关联。请选择其他程序"
other times not running and no response
