This isn't a good rule... You're keeping these files because deleting them is "an unnecessary risk", but then immediately suggesting that they can be deleted when you need more space.
So this "unnecessary risk" of losing important files is somehow mitigated by the fact you're running out of space?
Are they needed, or are they not? It would be far better to actually do what's nescessary to find out.
Rather than cluttering up your project with old files, create an archive of the whole project folder. Keep it safely in your off-site backup, and then commit to removing the old files from your project, and keep it trim and healthy.
Every old file that's kept in your project adds to your tech debt. It makes maintenance more difficult, and potentially opens security holes.

Hi, I understand the clutter argument.
However I think it is better to zz files temporarily, rather than delete and need to go back and restore a backup.
If you hate the clutter then send a 1month@followupthen.com email to yourself to delete it after a month.
