Use new versions dependencies.

Hi,

Will there be an update of pitmp-maven-plugin?
pitest is version 1.9.10,
decartes is now 1.3.2
jacoco is now 0.8.5

I've tried to get it working to make a pull-request, but for some reason I get an unlogical error wich I cannot fix.
Furthermore, somehow it depends on maven-compiler-plugin 3.1 and I cannot seem to figure out via which transient dependency it is coming intp the project.
