NGO should not able to Login Until Admin approves it

Describe the bug
NGO should not able to Login Until Admin approves it. But currently NGO is able to login without approving Admin

Steps to reproduce the behavior:

1. SignUp For NGO new account
2. After creating of new account , login with those ceredentials
3. NGO is able to login to system

Expected behavior
NGO should not able to Login Until Admin approves it's request,
