[Bug] : Hover Effect is not present on the logo in dashboards page.

Describe the bug
Add a hover effect to the logo, when you hover over logo, it should highlight. And also when click you on this logo , it should redirect to the home page.

To Reproduce
Steps to reproduce the behavior:

1. Go to user dashboard or ngo dashboard
2. Click on logo icon
3. There will nothing happen.

Expected behavior
I want to add a hover effect to the logo on every dashboards pages. So when we hover over logo, it will highlight. And also when click on this logo , it will redirect to the home page.
