Clarify what you mean by "short form part". Probably the absolute form containing area number, service number and short form part, because otherwise only same area/service types could be extended. In this case give the equation how to calculate this number (also see MAL-JAVA API 4.5.5.2.1). For a type declared as attribute it seems only the relative short form part is used. Why has it to be the short form part anyway? XML is verbose already so we could use the actual area, service and type name. Or we could completely stay in XML and reference the corresponding XSD type using xmi:type.
