HOI4PE cannot save maps if provinces exist without an assigned type (land/sea/lake). You can give a new province a type by going into the land type map view mode with key 3, and painting a land type onto the province. You can select a brush by cycling through types with Space, or use Middle-click to pick the type of an existing province. Provinces without a type will show as grey in this view mode.

I did exactly that and it still didnt work, it still had that little "X"

The 'X' indicates that a province is a new province without an ID (when preserve-ids is enabled) and shouldn't prevent you from saving.

If you're still having the issue, can you describe the steps to reproduce it so I can test on my end? I'm still not clear on what the issue is here.

I draw the new province on the map with the brush, i do the usual stuff like assigning the province to a continent, terrain, land, etc. then i do the re-calculate coast thingy, but still it doesnt save, i tried to use the province editor in a another mod and it crashed instead of not saving
