Block Library / block management frame work.

This is going to grow into something large so it might help to build some frame work to manage this.

Would be decent to have a Block library even if its a separate git repo just a readme.md with a list of blocks

Each listed block could list Description, Link to code, List of contributors, collaboration method/link ie discord channel

Could break it down into the following categories:
-Officially Merged (closed)
-Reopened ( or enhancing existing )
-Pending Merge
-Building
-Prospective

Also wouldn't be a terrible idea to have the autogpt coding agent built out to specifically support the building of blocks / specific user guide written for it to encourage the less technical users in the community to try building blocks.
