请清晰明了地讲述您的建议

在中国的ROM上启用全球ROM上没有的功能，或低端设备上没有的功能。

1.在低端设备上没有基于视频的充电动画，用 "发光"、"流动 "等选项使之成为可能。
2.在全球ROM上没有基于 "SystemUI Plug-in "的电源菜单，如果有一个切换按钮来启用或禁用它就更好了。

如果你能把这些添加到模块中，我将非常感激。
