Implement meditation penalty.

Originaly leather armor and the items with meditable props enable are the only meditable equipment.

- Add meditation penalty based on type armor.
- Meditation are not allowed if have meditation penalty
- Mana regen is affected by the meditation penalty
- Implement flag for enable/disable meditation penalty
